The exact origin is still shrouded in mystery, according to some, Halloween has roots in Celtic traditions while others say, it reflects "pagan" or pre-European-Christian rituals. Since it became well known that on the night of the Halloween, ghosts roamed around freely, people thought of a special way to get rid of the roaming ghosts. This way the Halloween hooters came into existence.

Since there was a high chance of the spirits recognizing the Halloween Hooters, people wore scary masks when they went out of their residence so that the spirits would mistake them as ghosts. It was due to the concept of Halloween Hooters, the ghostly Halloween costumes too came into being. These costumes were enough to scare the ghosts.
Not all people could dress themselves up in ghostly attire and become Hooters. The person taking upon the task of scaring off the ghosts was required to possess some other qualities as well. The ability of noisemaking was one of them. Halloween noisemaking instruments like string instruments, drums, metal instruments were often used by the hooters for creating loud insensible noise. Sometimes Halloween songs were played loudly for scaring away the ghosts.
Today, Halloween Hooters have become an important part of the Halloween festival. Nicely tailored Halloween ghost costumes are often hired and a special person is made to wear them for warding off the ghosts. It is an interesting ritual which has managed to stand the test of time.
